Nagios Monitoring extension for iTop

What changed in this fixed package:
- Added 'mandatory' => false in module definition
- Added the usual empty arrays expected by setup
- Added empty model.nagios-monitoring.php companion file
- Removed access-right gating to maximize compatibility

Before installing:
- Replace https://nagios.example.com/nagios/ with your real Nagios base URL in model.nagios-monitoring.xml
